A -Typically not. A resale license is for taxation purposes and often times state's will issue them so that if you're buying items for sale locally you don't have to pay sales tax on the item only to have to turn around and collect taxes on them again from your buyers (a double dip).
Whether or not you need an importers license depends on what you're importing. Again, typically the answer is no, but if there are food, health, or petroleum related items then you should check with the US Dept. of Commerce. The items you list above shouldn't require an import license.
