Not until you have the prerequisite number of feedbacks as you noted.
A big part of the eBay "experience" is built around their feedback system. This system is a tool designed to build trust and establishing a good reputation as both buyer & seller.
There have been instances in the past where folks have opened up online stores, made promises to sell items, collected money and never shipped. eBay has adjusted it's policies to try and minimize these type of fly-by-night operations (not to say that this is you in any way).
The best thing you can do is to look for some auction items that you can bid on and/or sell some items in a regular auction format that will allow you to build your feedback profile. The good news is that within a week to 10 days you should have the requisite number of transactions to put this issue behind you.
